Pretty much this, among other things. Giving Clinton sole credit for the budgetary surplus is silly (Something I'm guilty of doing in the past). There are about a dozen things that happened all at once to cause the surplus. Clinton didn't have any expensive expenditures (If anything, his sweeping cuts to government support agencies helped the surplus). Fiscal conservatives ran the House. The world was relatively stable, with the closest thing we had to a war was Kosovo (Which was mostly a group effort). We were at the beginning of the dot-com bubble, with a lot of booming Internet businesses opening in the U.S. The good side of globalization was still in our court, with the dollars from NAFTA coming in. And on, and on, and on. |
