What's the deal with these Digg comments?

   Ok, this has been driving me crazy for months. I keep seeing these comments on almost every single Digg link i've clicked on for the past few months. They generally are like this

Wow, do you really think it will happen that soon?

Could anybody tell me if it's a spammer? A bot? What? The name is Lou 99/100 times.
