i'm fairly certain that bush didnt have the authority to make that a law all by himself.

Indeed... But it was his executive branch that "executed" the plan, and he had the power to veto the bill to at least delay a day or two and insist on some oversight and stipulations upon receiving this money. The Treasury Department basically got a check for $350 billion and was told "have at it."
Treasury Department = Executive Branch = Dubya

No doubt others are to blame along with him though.
