When? Where? During a game? Just run a squeegee through it just like any other barrel. A swab with a mop end may need to be shoved into the ball curving section to wipe the paint off the rubber pad that imparts the spin.

The Apex mechanism has several reinforcement web sections in the plastic casting which get clogged with paint. But paint there doesn't impact function.

After play take the barrel off and run warm water into the breech and muzzel ends to rinse out paint. Shake out the excess water from the spin mechanism then run a dry swab through the bore. Take an old tee shirt over your finger and clean the surface of the rubber spin ramp. It's done.  The Apex mechanism is plastic and rubber...nothing to rust.
