dwell settings??

   Im going to get the Ballistic Sports ebolt between now and christmas. I was wondering what is dwell? Im thinking it is how long the valve is left open, and if so, would increasing your dwell reduce the rof? also does anyone know about the Ballistic sports low pressure thing where you send it in and they make it so your running at 150-200 psi?
